A question well worth asking. My guess is the answer would go somewhat along the "reproach" or "payback time" lines.
Most probably a not so small group of women behaves - if given the opportunity - quite similar to men. In the good and in the more primordial aspects as well. Over centuries and continents, women were (and are) suppressed, so maybe this now breaks way.
Hmm... and what if men came up and gently held the boy's penis; how would people respond to that?
